Abstract
This study examines the regulatory and environmental aspects of biomass pyrolysis compared to the combustion aspects under the U.S. Clean Air Act (CAA) with respect to emissions, carbon sequestration, and the development of policy issues. This study is designed to resolve regulatory ambiguity within pyrolysis-developed technologies and traditional combustion technologies in their classification under sections 129 and 112 of the CAA. By comparing the two processes, the evaluation outcome of emissions profiles, including the possible reduction of nitrogen oxide and dioxin emissions during pyrolysis, and Greenhouse gas (GHG) mitigation with a life cycle benefit, is achieved in this study. Findings show that pyrolysis, if properly optimized, has a lot of positive impact on the environment, including carbon sequestration in the form of biochar, and fewer emissions of pollutants than from incineration. However, there is still regulatory uncertainty and classification issues that hinder the advancement of technology. This study highlights the need for differentiated regulation of pyrolysis technologies for sustainable technology in the context of addressing public health and environmental justice. The implications are significant in relation to creating a cohesive regulatory framework that supports innovation and safety for the environment.
