Abstract
As known, analytical researches that carry major importance for almost any stage of planning studies, and participation processes that are conducted at disparate dimensions, are the most significant tools for these studies to be realistic, long-term, and sustainable. Mersin Environmental Plan (MEP -1/100.000 scaled) studies have a quite strong fundament in terms of both analytical research and resolutions, and of the participation process it plotted. 3 main principles that are accepted at the beginning of the planning process diversify and bring the aforementioned plan forward. These principles are: 1. Creating a detailed and extensive analytical research -resolution process, 2. Forming a data and information bank by integrating and renewing the relevant information, records, and documents, 3. Ensuring local participation at highest level, completing research and analysis at neighborhood level, which is the smallest settlement unit, by covering each and every sub-titles, and to deliver local expectations, choices, problems, and needs from neighborhood scale to full extent of the city. MEP is prepared based on pre-researches and studies prepared from a broad perspective at different scales and levels. Mersin Environmental Plan is plotted with an approach that knows the diversities, local expectations, and problems of the city, and that comprehends Mersin as a whole, whose metropolitan boundaries have changed with the new legal status for a better administration.
