Modified Cognitive Reliability and Error Analysis Method for risk assessment in hydrogen valley construction

Abstract

Sustainable energy resources have started to become more prevalent in recent years due to the rising demand for energy and raising concern regarding associated environmental concerns. Given this, popularity of hydrogen energy as a green energy alternative has been increasingly growing and huge financial commitments are made through hydrogen valleys in which hydrogen energy is produced, stored, and transferred that has several risks regarding both technical and socioeconomics. To establish ideal environment for hydrogen energy utilization, risk assessment process is a crucial step for the construction of hydrogen valleys. Risk assessment, which involves identifying, evaluating, and managing risks, usually involves expert opinion. The techniques used in risk assessment are required to handle subjectivity and uncertainty caused by the linguistic expressions of the experts. Cognitive Reliability and Error Analysis Method (CREAM) is a human reliability analysis method, used to calculate human error probability. However, it is a robust methodology that can be modified to assess probability of the other indicators of the working environment. With the implementation of fuzzy logic and alterations to the performance conditions used for probability evaluation, CREAM can be an effective risk assessment methodology for the considered problem. This study aims to propose a basis for a modified CREAM technique to be used in hydrogen valley risk assessment that can ultimately be used for all strategic decision-making purposes.
