Abstract
Subject of black propaganda and new Turkey havebeen mentioned inside the first section of the article, vision of Mustafa Kemal Atatürk on this topic wasset forth. In the second section institutionalization is mentioned mainly andplace of culture and work of arts in this fact is addressed. Again in this partwhere relevant institutions contributed to the country for counter propaganda,examples in order to support statements have been presented. As for the thirdsection, while the period of İsmetİnönü has been researchedthoroughly, relation established with Germany which had propaganda turn into adiscipline before Second World Warand outcomes of this relation have been mentioned and written out. In theconclusion, attempts which were involved in the framework of counter propagandahave been quoted in order to reveal in which way they provided benefit to thecountry in total.
