Semantic-Fiscal Gap Replication Package: Code, Synthetic Data, and Supplementary Materials

Abstract

This repository contains the complete, reproducible computational pipeline, econometric models, and supplementary appendices accompanying the manuscript: "The Semantic-Fiscal Gap in Circular Procurement: A Computational Econometric Audit and Governance Framework" (Submitted to Cities). To overcome strict government Non-Disclosure Agreements (NDAs) regarding proprietary line-item public procurement pricing, this package provides a statistically engineered Synthetic Twin Dataset (N=1,420). Generated via a Gaussian Copula model, this twin preserves the exact multivariate distributions, variances, and complex non-linear econometric relationships of the original empirical data while remaining fully open-source. The package includes:1. Full Supplementary Materials (Mathematical derivations, real anonymized NLP mappings, and Propensity Score Matching diagnostics).2. The Synthetic Twin Dataset.3. Python scripts for data generation, NLP context-enrichment, and Fixed-Effects OLS regression modeling.
