SMART CITIES AS THE URBAN PARADIGMA: A VIEW OF THE SMART CITIES OF SONGDO AND WOVEN

Abstract

Today more than half the world's population is living in cities, and that rate is increasing more and more. Traffic jams, waste management, pollution, housing problems, infrastructure shortages as cities grow, bringing new problems, such as epidemics. Moreover, the constraint and inadequacy of natural resources emerge. For these reasons, various urban definitions are revealed for adapting cities to current and future needs, improving quality of life, and sustainability of resources. The concept of the smart city is discussed at the beginning of this discussion on the functioning of information and communication technologies in cities. In this study, the evaluation of smart cities as the urban paradigms, Foucalt’s ruling rhetoric, Deleuze’s control society, and Lefebvre’s spatial production approaches were evaluated on examples of smart cities. These are the comparisons between Songdo Smart City, one of the first examples of smart cities, and the planned Woven Smart City in Toyota financing. The two cities, which are planned 20 years apart, are come upon different scales, technological developments, countries and goals. The study has come to the conclusion that the urban practice passed and tried was ignored in the planning 20 years later, and has been tried to gain a new perspective.
